Yes, I have a feeling he’s referring to “Tales”. Those were some of the best books ever. I’d imagine it was in “Tales from the Empire”. Thinking about it makes me want to go back and reread them all. I was shocked there really wasn’t much mention of the cost in “The Death Star”… also a very good book.
my wife runs a small Tax office from our home. You would be suprised at the people who are like “Pfft screw it”. That ad is great though, Need it as a poster in her office.

I think it costs the Empire more in driving that station (food, water, amunition etc.) than what they would get from taxes.
